(Please note: This position is a part-time position - hours are set by the City - this position reports to the Mayor)
The Zoning Ordinance is in accordance with a comprehensive community plan for the purpose of promoting public health, safety and welfare, and to encourage the most appropriate uses of land throughout the City. We also seek to foster well balanced development, protect property values, and reduce or resolve conflicts of interest. Items under Zoning jurisdiction include (but not limited to): Lot Uses, Lot Integrity, Yard Dimensions, Right of Way, Height, and Square Footage.

No Zoning Review, Approval or Certificate is required for the following:
Arbors
Child's Playhouse or Play Equipment
Barbecue Oven/Fireplaces
Flower/Vegetable Garden
Sidewalks/Driveways
Hedges and/or other plantings
Home Workshops not conducted for gain
Ornamental Gates
Pergolas
Trellises
A nonrefundable fee for costs shall accompany each application - fees vary based on certificate use (Section XX).
The Department of Zoning has twenty-one (21) calendar days, provided the proposed activity conforms to the provisions of the Zoning Ordinances, to issue a Zoning Certificate.
Only the Property owner, or agent, may apply for Zoning Certificate - no rental clients.
Any project started without an approved zoning certificate shall be charged double fee (Section 2000.7).
Items needed for a Zoning Review:
1) Definite understanding of what you wish to do and associated activity
2) Payment of the application (cash or check)
3) A sketch showing approximate location of the activity within your property.
Building Permits:
For items involving construction (garages, fences, decks, additions, etc.) a City of Harrison Building Permit is required after the Zoning Certificate is issued. The Building Department (also a part-time position) is open Monday, Wednesday & Friday from 9:00 A.M. 4:00 P.M. The Zoning Department has a relationship with the Building Department, but has no authority in building matters.
Violation and Penalty:
It is unlawful to locate, erect, construct, reconstruct, enlarge, change, maintain or use any building or land in violation of any regulation or any provision of the Harrison Zoning Ordinance or any amendment or supplement then adopted by Harrison Council. Any person, firm or corporation violating any regulation there to shall be deemed guilty of a misdemeanor and, upon conviction thereof, shall be fined not more than one-hundred ($100.00) dollars. Each and every day during which such illegal use continues may be deemed a separate offense.
